This course will give the student the necessary tools to decide whether an infrastructure project is worth it. This includes both planning and appraisal.

The student will be able to

  • Critical analyse the current and future transport situation. Understand and explain the spatial, social and economic factors and their influence on transport.
  • Understand the specific problems that occur in urban and regional mobility planning, parking and location policy.
  • Explain simple quantitative models for the analysis of traffic safety and the factors that influence traffic safety.
  • Understand the basics of environmental effects of transportation infrastructure.
  • Understand the factors that influence noise hindrance, air quality, climate change. Explain simple quantitative models for the analysis of emissions.
  • Understand the concept of external costs.
  • Understand and explain the basic economic effects. Analyse the effect of changes in transport policies on the consumer surplus.
  • Explain methods for cost accounting of infrastructure investments and maintenance.
  • Understand which decision-making tools are to be used in which situation. Select for a given problem the appropriate model(s) that can be applied.
  • Explain in depth social cost-benefit analysis (SCBA): method, steps, advantages and drawbacks.
  • Use the course topics to derive critical, scientific arguments in public debate on traffic, mobility, infrastructure, policy measures (price strategies, transport policy, infrastructure development, traffic management, …)

Though the course focusses on transport infrastructure, a large part of it is also applicable on other transport policies, and even outside the transport sector.

A basic knowledge of statistics and mathematics.
