Students will gain insight in the reciprocal relationships between education and lifelong learning on the one hand, and the economy on the other. Although they will not master the full theoretical framework of the economics of education, they will be able to discuss critically educational issues in their societal context, from an economic point of view (i.e. optimal allocation of scarce resources in achieving individual and societal goals).

No prior knowledge of economics is assumed.

In a series of introductory lectures, the key concepts for the study of issues in the economics of education will be clarified: 
• human capital and competing theories (which explain the role of education in the distribution of income); 
• some notions of public economics (such as social cost-benefit analysis; the trade-off between equity and efficiency in the allocation of public resources; and subsidy mechanisms);
• an introduction into endogenous growth theory (which links education with economic growth);
• and some notions of international economics (to understand some key issues in the globalization of education).

Approx. 15 hours of lectures.

Students produce an individual paper based on personal research, on a topic selected from a list of suggestions. All topics have an economic dimension and a link with ongoing educational policy issues.

• Preparation of an individual exam paper (in Dutch or English) on an agreed topic, with supervision and feedback
• Group presentations and plenary discussion of interrelated issues.
• Supervision is provided partly individually and partly in groups.

Evaluation

Evaluation: Economics of Education, Training and Lifelong Learning (B-KUL-P2P63b)

Mode of evaluation : Oral with written preparation

A procedure of permanent evaluation covers active participation during lectures, the quality of the exam paper as well as the group presentations (including presentations by other groups).

The mark will be a weighted average of separate scores on 
-    Active participation during lectures and group presentations (30%)
-    Oral (joint) presentation of papers (20%)
-    The paper (50%)

The submission date will be communicated through Toledo at the beginning of the academic year. When a student does not comply with the deadline for submission, the paper is regarded as non-submitted, with the student being awarded a zero mark on the paper.

In case a student fails the course, but passed the presentation or paper. The score for the part which the student passed is transferred to the september examination period. Any score for active participation is automatically transferred to the september examination period. There is no second chance for the part 'active participation'. The second chance for the presentation is an oral defence of the paper during the september examination period.
